S13 Steering wheel hub help.

my problem. I have 2 aftermarket Hubs and both have the horn "ring" around the bottom. Not a problem right? Well heres whats behind my stock steering wheel, All these are OEM Parts..

That piece is for the horn/cruise. Anyone else have this and install an aftermarket wheel?

If it helps, I had a CC wheel on my S13. When I installed my wheel, I took the stock wheel off and installed the Momo hub. Nothing else, no plastic pieces to remove that look like what you mention. And my horn works.

Just based on your pics, that plastic shroud looks like it would make the hub sit too far forward, but I don't remember what my column looks like under the hub.
