headlight issues

i have a 89 240sx with the flip up headlights first problem is that my headlights flip up but they dont flip down and second my driver side headlight doesnt work put in a brand new light still nothing i checked all the fuses they looked good i swapped the driver side relay to the passenger side one and the passenger side still worked so its not the relay. if anybody has any suggestions i would appreciate it thanks....

underneath the steering column, remove that panel and theres a headlight relay kind of thing, pull it apart and be careful, sand off the copper tips until they are shiny again.
