Photoshop: Censor tool exists?

Hey I want to censor faces in photoshop, like they do on tv. You know where the image gets all scrambled. Does a tool exist for photshop 6 or is there an option to do this? thanks

Im not sure about ps6, but does it have a blur tool?

Its a filter that you must apply to a selected area (i.e. license plate). Filter>Pixelate>Mosaic
