What does the bumper retainer attach to?

I'm putting on my new kouki front end and can't figure out how to attach the front bumper retainer. By front bumper retainer I mean this part:

A picture of how it attaches would be awesome if someone has one!! Also, I believe the order that I install the parts is; fenders, bumper retainer, bumper, headlights, hood. Correct?

Any advice on getting everything on properly?? It's my first time doing anything like this so I know I'm going to have issues... :S

Ok, so I took some pictures and still have a few issues...

All has gone well so far until this. My fenders are B-Magic 20mm's and after mounting them, the bumper support bar mounting points are too far apart and the bumper support bar is not long enough.

Here is a close up of how short they are. I therefore found these little brackets to (extend) the bar to reach the mounting points. This way it is long enough to reach.

But at the end of the day, I still don't know where/how high/at what angle this bar should be mounted at. How do I figure this out?

The other issue is this. I tried to test fit the bumper and it does not fit around the headlight. The part that seems to get in the way on the bumper is the bulge that would fit right under the corner light. I guess I could trim this but there is not much to trim.

And that piece of the bumper hits the part of the fender that you can see popping out from under the corner light. I don't believe I can trim this part at all as it really offers a lot of strength to the part that the headlight bolts into.

So if I cant trim these much... What CAN I do. I'm not sure what to do..??
