s13 fuel pump problems......

alright so i changed out my fuel sending unit today and found that it was all rigged with wires jumping to other wires from one harness to the other so i got rid off all the wires put the new sending unit into the car with the same fuel pump and everything needless to say ..... it didnt work...no power it keeps popping fuses .... i keep checking the wires with the voltimeter the power wire to the pump only shows 4volts and thats only at random times anyone ever have a similar problem like this ?

i had a problem like this, kept popping the pump fuse, the tank was rusted and the sending unit was rusted so it would basicaly be a short to ground which is what u have going on if its popping the fuse.
