so i got my car tuned last friday PFC djetro sr20red top bc 2.2stroker 264cams 2871r(382whp @ 17psi) in texas, well i live in LA (car was there cuz thats where im from and where the car was when the motor took a dump) back on track... so driving home i did a small 3rd gear pull and around 5800rpm it hesitates really hard so i let off, i figured its from the 10°c change in air intake from what it was tuned from. driving around town i noticed im running pretty rich as in cruising around and my afrs will read 10.8-12.9. so i took some fuel out of the map, alittle better but it still afr will still get into 11s just cruising around, now my question is would it be the map be way off from dallas to alexandria area LA? or maybe the bolt holding the CAS in place isnt doing its job and the timing got alittle out of wack? what are your thoughts?

Do you have a Intake Air Temperature sensor installed? The PowerFC should be able to compensate for the 10*C difference in temp.

The bolt is the CAS is pretty sturdy. It is very unlikely that the CAS has moved unless it wasn't tightened at all.
