Come on man, a quick search would have answered this.
NO.
T25 at 13 psi isn't even safe.

With proper tuning and supporting mods it would be fine.

Turbo it self can handle, not sure if your engine will..
Like the other guy says, need proper tuning and supporting mod is necessary.

12 psi is stock boost pressure on Silvias with factory boost solenoid, so 10-12 psi will be fine. Just make sure you have a wide band and boost gauge before upping the boost. I drove my car for 3 yrs at 12psi with a t28 daily, still runs as strong as it did the day I bought it. This is on stock ecu.

12psi isn't stock. .5ar is which is like ~7psi. all my silvias with stock solenoids ran this and this one still does.
The t28 will take it no probelm, you should though look into, at the very least, an Adj FPR and going to prob 440s and a SAFC. Those are pretty cheap and you will still be ok.

Can you use a z32 maf on a stock ecu to correct for the increase in boost cuz I want to turn my turbo up too. And the stock psi is 7 .

at the very least youll need a safc to get the z32 maf to run correctly as it wont with just the stock ecu

Maybe your boost solenoid is not functioning properly or wired wrong because factory silvias with boost solenoids are around 11-12 psi stock. The waste gate spring is set at 7psi, this is what you are seeing. So people, stop thinking factory boost levels are at 7psi, you are just running off the waste gate.
S14 T28 turbos reach there max efficiency at around 15psi, but this is not recommended for stock injectors and requires tuning.

No you can't use a z32 maf without any tuning to correct it. You can turn up the boost without a z32 maf, you really don't need one unless you plan on reaching 300whp. You should be doing more research instead of posting. And once again 7psi isn't stock, this is wastgate pressure.

11psi is STOCK for the Silvia. All your solenoids don't work. Ask around, ALOT of them don't work. Its pretty rare you find a swapped SR with a functional, properly installed solenoid. Fucking fuck people. 7psi is the WASTEGATE, take off your solenoid and watch ZERO difference in boost pressure.
Go to 11psi. You will bone stock then. Unless you have other mods like a fmic and turboback exhaust. If you want more, upgrade your injectors cuz the 370s max out quick, and a SAFCII. Shit Im on 8psi t25 and 94% with my stockers, boost creep to 10psi puts them at 100% :hsdance:
