a quick fix er um...i guess thats right, anyways, to stop rust from spreding rub some vasaleen on, it'll stop the rust for a while, it won't spred at all.
I live in ontario and road salt will eat a car, well gf had this 92 civic hatch, they like to rust out over the wheelwell, anyways it was ruting pretty bad started using vasellen and it hasent spred mor than 1/2 inch in 2 winters.

Sand the rusted areas down till there is very little or no rust, then mask the area around it and spray with Rustoleum, let dry, lightly sand, Rustoleum :)

Ospho and Hammerite are the best things I've found to combat rust other than a wire wheel.

do it properly...
I had a little rust bubble under my rearview mirror about the size of a quarter. I went to have it professionally fixed and they ended up having to weld a whole new piece of metal to the top of my door (under the plastic trim where the window rolls down) since it was all rotten and flaking, although only a small bit was on the surface.
Point is that its like an iceberg in some cases, you only see a little bit of it compared to whats underneath. Get it fixed as best you can, and have your car oilsprayed every fall, its the single best thing you can do to protect the entire thing from rust. There are many other 240's up in Sudbury where I live (northern ontario) and theyre all rotten cept for mine. Difference? Mines been oilsprayed at least once a year since the day it was originally bought back in 1992.
Good luck
