Are brake-pads stuck????

I've recently noticed that when I'm going forward and then I let the car go back on its own I feel like something is rubbing ontthe wheels? I checked underneath and I know its not the fitment. Could it be that my brake pads are not released completely? Car is a 90 S13

Could be. See if you can easily compress the caliper piston. It could be that the piston is not releasing properly causing the pad to stay on the rotor.

If you get to a speed and let off the gas does it decelerate abnormaly fast? Do your rotors get excessively hot (or turn red) while driving (speeds over 45 usually)?

Caliper could be sticking

if the pads are sticking, then the caliper is bad.
