So I noticed my seat was leaning. Looked under the car and noticed rust from the last Missouri winters got the best of my floor.
Can this be fixed?

yes it can be fixed, cut out the entire rusted area till you hit clean metal and weld in a steel plate with similar bends as the original. Or take it to a body shop.

Yeah it can be done. I did something similar to a DSM for right in front of the rear tire underneath and I had to weld part of it in and keep forming it. If you had a couple of press brakes you could form it better. Like Hywarp said just bring it to a body shop if your not up to the challenge

any amount of rust can be fixed, its just a matter of how much time and/or money you have

At least its not like my friend's E36 that had dry rot on one of the rear sub frame mounts on the chassis, and so it tore itself out, and put enough leverage on the mount opposite of it to tear that mount out of the unibody as well. Gonna be a tricky / sketchy repair.

that looks really bad. If I were you I would consider finding a non rusted chassis. Thing is in your area if its that bad already its probably somewhere else on the chassis you have not found yet.
Which means even if you fix it. It might pop somewhere else. Seriously you would have to strip your chassis down to the bare metal and dip it to make sure there was no more rust.
I do not think the investment in fixing it is worth it. If you are willing to travel or have a car shipped for around $600 you could get a Socal or Nevada or Arizona Chassis that would be rust free.
