I just got done rewiring my car and everything seems to be working except ignition. I'm not getting any spark on any of the coil packs. This is the diagram I used to wire the car with.

Coil packs are getting power, signal wires are getting power, and everything is well grounded. Coil packs are good and ignitor chip is good. I tested my CAS and the 180* signal fluctuates between 1-5v like it should but I am getting nothing from the 1* signal. Could that have anything to do with it?
Also, the power wire going from the eccs relay to the ecu is only reading about .24 volts... so virtually nothing. Made me realize I could have wired the eccs relay wrong, and is this wire supposed to be reading 12v? I'm thinking this could be the source because i think that relay is what actually controls the ecu power.

Basically I'm asking if all these wires should have a +12v signal and is this diagram even right?:

I did try bypassing the relay and just connected the two wires directly from the battery and still nothing.
If anyone knows about this kind of stuff I could really use your help. Thanks in advance!

~96 s14 sr. chassis doesn't matter because I don't have any of the stock wiring.
I already said the ignitor chip is good. If you aren't gonna read anything don't bother posting.

Actually it does matter what chassis it is, they are different and you do use stock wiring, it doesnt just involve the engine harness

This is the wiring I have that controls everything.

I could put this same setup in a school bus and it would still work the same. Chassis does not matter in my case since I've replaced every wire, relay, fuse and switch on the car.
