All 4 Injectors Spray Together???WTF

So I just got my enthalpy tune and as soon as I try and start it my engine is flooding like crazy. Im not understanding it and I have no codes on my ecu. So I pull my rail out and check to see if the o-rings and ripped and there clean. So i turn the car (http://zilvia.net/f/#) over and check the see if my injectors are stuck and to my surprise all four injectors are spraying the same fuel at the same exact time. no 1,3,4,2 pattern or anything.

I swapped out ecu's with a stock S13 ecu and it still did the same thing.

Any Ideas?

When cranking, all 4 injectors fire together. Once you stop cranking (key comes back from 'start' to 'on'), the ECU goes back to sequential fire.
