I researched this and didnt get much of an answer, but i know where the idle screw is.Here is what i would like answered before i venture into lowering the idle.
wheres the tps sensor on an s13, Is it different on the s14?
Can i lower the idle or timing without a timing gun?
i have researched this but didnt find an answer.

Tps is on the throttle body and has one plug coming off it...
Yes its different from the obd2 s14 tps
Yes you can lower the odle 2 ways, i screw on the bottom left of the throttle body or the iacv on the back of the manifold....dont touch the timing please.... why would you?.
You need a shorty phillips head screw driver have the car on and look at the back of the manifold from the passenger side, you can see a sticker on the top of the iacv and from there on the side there is a screw turn it right to lower the idle, but be careful because its a plastic screw
Thank you and your welcome

Don't touch the screw on the throttle body. And both timing and TPS adjustment can affect idle.
If the TPS has been messed with adjust it with a voltmeter first.
Then if you aren't sure the timing is right you might want to check it with a timing light. Yes you HAVE to use a light
If you feel both of these are correct then go ahead and turn the plastic screw on the iacv to fix the idle
