Does it actually offset it any or is it just for replacement of the rubber one? Will it work with a HICAS model s13?

It does not offset it, it is only a replacement of the stock rubber bushing. Yes, I believe they are all the same for both hicas/non hicas models.

they give a more direct feel for steering
a lot of drifters replace it as one of first things..very easy very cheap and makes adifference

i got one from david a long time ago but havent put it in yet..im soooo lazy.
