Surface rust in awkward location.

Vehicle has history of damage and so the sheet metal didnt line up right against the rear corner window (hatch)...some surface rust goin on there. tried my best with the dremel accessories i have.

whats teh best way to nip this in the bud?

Spread some naval jelly on it, it should remove most of the rust.
You can find it in Autozone or something.

wire brush it until you reach bare metal, alcohol or other surface cleaner, repaint
