We have a positive switching system for the headlights, At-least in an s13. So you need to run a relay, or create a separate circuit.
I've used a wolstentech TDR with good results, for daily driving.
I'm sure there are others available.
Time Delay Relay (http://www.wolstentech.com/)
Its because you have a zenki, I'm actually surprised you never found this out before you bought the HID's. You have to do a relay setup like cotbu mentioned to get them both working at the same time. Afik only the S14 Kouki had both at the same time.

I've heard of zenkis with different low beam bulbs from the factory. Most zenkis though, have a hi/lo h4 bulb for the low beam. When you turn the high beams on, a separate filament in the h4 bulb turns on alongside the 9005 or whatever the inside high beam bulb is, which is why the connector has 3 prongs. As for the ddm hids, they sell the h4 kit with a hi/lo option which retains this function perfectly.
