buzzing noise from fusebox. engine bogs after 4k rpm?

92 240sx SE, sr20 red top.
ive searched but nothing seems to fit my problem.
so today i drove to a buddys everything was normal. go to leave and i notice a weird buzzing noise coming from the fusebox also i notice my battery light is on. so i rev the motor and when i hit 4,000 rpm it chokes out. the motor bogs bad. also the buzzing noise and battery light are only on during idle i give it a lil gas and it goes away both the buzzing and the battery light turns off. but it will die out at 4k rpm. checked all my fuses everything is fine they are all the right size fuse.
another problem i have is my windshield wipers do not work at all. changed the motor the fuse and the little green box. still the windshield wipers do not work. they stopped working after my sr swap. anybody know what might be happening? any input would help!

the relays behind the fusebox? how do i check them with a volt meter?

Have the battery tested, i think its no good

just got the battery tested its perfect. made sure both connections are tight. there are no signs that the battery is dying no lights are dim. it starts right up. also today i let the car completely warm up and now the buzzing is louder and my E-brake light is flickering and staying on for a little bit. the weird thing is as soon as i give the car a little gas both the ebrake light and battery light die down. but the motor hesitates and bogs and acts as if i have a rev limiter at 4krpm.
Does anyone have any ideas?

I had this problem and it was my alternator. The alternator went bad and it fried the postive wire to the point that it just snapped. I had to get the alternator rebuilt and replace the wire. My car did the exact same thing that your car is doing now.
