How would you take off the ball joint arms on a rack & pinion?

Are you talking about inner tie rods? Hold the rack with wrench to prevent it from spinning which will cause damage, and loosen the tie rod with another wrench. There might be a locking washer that needs to be opened up with small screw driver to allow the nut to turn.

im not trying to take out the rod im trying to take out the whole complete rod from the rack its self from where the ball joint is, as well as to take off the ball joint to install a new rod from the ball joint out

ball joint that attaches to knuckle? You can either press it out or hammer it out from top.

just grab a hammer and hit the top of the ball joint...that will cause it to com out..i just recently changed mine but now my car shakes so if i were you i would just change the whole lower control arm due that the ball joint has to be pressed in..also would be a good idea to changes both sides...i only changed one side i think thats why my car shakes...i think..

the inner tie rod coming out of the entire rack its self

You remove it like every other tie rod on every other steering rack. Remove the wire clamp, slide the boot off the end of the rack, pry back the lock plate so it's flat, get a large crescent wrench or suitable tie rod tool and thread it right out.
Doesn't take a brain surgeon.
