Two men are in custody on suspicion of robbing and killing a man Thursday in Lake Elmo.

The Washington County Special Response Team, along with Oakdale police and the state Bureau of Criminal Apprehension, arrested Dao Xiong, 19, at his Oakdale home about 11 p.m. Friday. He's being held at the Washington County Jail on suspicion of murder.

The team also arrested Keng Thao, 19, just before 4 a.m. Saturday at his home in Maplewood. He's being held at the jail on suspicion of aggravated robbery and aiding an offender to avoid arrest. Washington County sheriff's Cmdr. Daniel Starry called Thao the "accomplice."

The victim was identified Saturday as Youa Lor, 33, of St. Paul. He died of a gunshot to the torso, Starry said.


A passer-by called 911 on Thursday after finding Youa Lor badly wounded about 2:15 p.m. in the 8800 block of 55th Street North, just south of Minnesota 36 and just north of the Green Acres recreation area. He was taken to Regions Hospital in St. Paul, where he was pronounced dead.

Authorities had little information when the investigation began but were able to turn the case around quickly, Starry said.

"The police work on this was really good," he said. "We had a very small lead to go on."

Investigators worked through the night and were still interviewing the suspects Saturday afternoon, Starry said. They were trying to determine what led to Youa Lor's death and why he was killed.

and the incident looks like a robbery, Starry said.

Youa Lor's family was notified of the arrests early Saturday evening.

It was unclear whether funeral arrangements were pending.

A 36-hour rule applies to the suspects, who will be released if they are not charged by noon Monday. Assistant County Attorney Jennifer Bovitz was in the office early Saturday working on the case, Starry said.

Dao Xiong has no criminal record in Minnesota. Keng Thao was convicted of misdemeanor disorderly
conduct in Ramsey County last year.

An Oakdale man was charged Monday for allegedly shooting and killing another man during an apparent car theft in Washington County.
Dao Xiong, 19, told Sheriff's Office investigators that he killed Youa Lor, 33, of St. Paul because he wanted to strip parts from a 2003 Nissan 350Z automobile that Lor had advertised for sale through Craigslist, according to the criminal complaint.
Passersby found Lor shot in the stomach and gasping for air Thursday in a ditch on a country road in Lake Elmo, the complaint said.
Lor was taken by ambulance to Regions Hospital in St. Paul, where he was dead on arrival.
Xiong is charged with two counts of second-degree murder. In the complaint, Xiong also implicates another 19-year-old man for helping plan the robbery and strip parts from Lor's car.
The second man hasn't yet been charged.
The complaint alleges that Lor had taken Xiong for a ride in his car on the belief that Xiong wanted to buy it. However, Xiong told police that he had no intention of buying but instead wanted to steal it for the purpose of stripping a turbocharger from the engine, the complaint said.
Xiong said he stopped the car in Lake Elmo. Xiong shot Lor with a handgun he pulled from his pocket, the complaint said.
Lor was arrested Friday at his house in Oakdale. A Washington County sheriff's deputy arrested Lor's alleged accomplice early Saturday morning in Maplewood.
Both men are being held in the Washington County jail.
Xiong told investigators that he had transferred several parts from Lor's car onto his own and that more parts were loaded into his alleged accomplices vehicle. They abandoned Lor's vehicle at Sunfish Lake Park.
The road where Lor's body was found is in a secluded area off De Montreville Trail N. in Lake Elmo, just south of Hwy. 36. There are scattered homes and farms nearby, and the victim was found along the road near, but not
in, the Green Acres Recreation Area, a skiing, tubing and cross-country ski area that is closed for the season.

Same thing happened on my coast recently. Even before these incidents, when I sell shit on Craigslist, I never give my actual address, just to reduce the chances of theft and/or violence against me.

Some advice from a veteran Craigslist user:
1) Meet in public places during daytime preferably at a banking institution. (True Story: Had to sell 10K worth of camera equipment with a buddy of mine. Cops raided us during the transaction to verify these weren’t hot items. The “seller” ended up being a felon on bail that had a history of fraud.
2) Never invite anyone to your place of residence. If the seller/buyer is not understanding of your privacy, then you shouldn’t be doing business with them in the first place
2) Higher value items, you should meet at a bank during bank hours to verify cash is not counterfeit and plus banks have PLENTY of cameras
3) Do not exchange identification information unless it has to do with Warranty Issues and Transfer where you guys exchange and verify each others information
4) If a deal seems too good to be true, chances are it is. Stolen items are no good and when you try to register then, you are the one that gets a*&ed out

As first post you may not see credibility BUT:

I can't stress safety and making smart decisions when buying/selling enough.

Over here in Washington State, a buddy of mine's Dad had an employee whom was killed when selling an item on cragislist. I think it was jewelry of some sort... Was a month or two ago.

I'm not saying names for I didn't know them personally, but it goes to show you people will stop at nothing these days to make a quick buck.

I ALWAYS meet in High Traffic areas and ALWAYS bring a buddy.

Banks during hours are by far the best places, like someone stated earlier, tons of cameras, and can verify funds are legit.

I can't stress safety enough, be safe out there... You can never be too careful.
