It goes on the corner of the front bumper. Its designed purpose is to help judge where the front of the car is when parking. In the USA it's for looks.

This one is unlike any I've seen. It is stationary and does not move up and down. I think it has a small spring in the base so if something hits it the pole wont break, just bend.

In Japan parking is very tight. To help you better see where your front end is they install a pole that comes up out of your bumper so you see where you are at in relation to the other cars, and or curbs.
