wipers? 3rd brake light stays on with lights

i found out that my windshield wipers stay on without ignition. this cant be normal is it? i also fixed my tail light problem but ran into a brake light problem. my brake lights dont come on and my 3rd light stays on with the lights. I have 13 days to fix the brake lights or i get a ticket. anyone know what it could be? would it be the brake light switch?

for the brakes - check that plastic button on brake pedal which activate the switch when you don't press the brakes, it got probably dammaged and fell off leaving you with an empty hole there.
