S13 Electrical: Gauge Clust lights not working and Windshield Wipers stay on

Well my gauge cluster lights dont come on and my windshield wipers stay on constantly unless i take the fuse out,

i had a aftermarket radio that the wiring was done ghetto(twisted together and taped up) but the illumination wire and 12v power wire probably touched to cause these to be like this(what i was told)

ive already changed the T.C.U. and still same ole' shit, unless the one i got was shit to,

what to do next? i need to fix these little things asap=(

Use the search function, and you would have found out like me that your dimmer switch is shit and you probably blew out your switch for the wipers

Thanks man, i appreciate it, but you dont know how long ive searched(hours) and didnt find any information, i will try to fix this asap and hopefully its the problem
