If you scuff your bumper your insurance company will total your 240. You need to go see the car and look for damage to the chasis itself, not just the body panels.

i say dont spend more than 3000 on it and a really good price is 2500 for it
its a base model 4 lug thats got a salvage title, not even reconstructed but salvaged so i personally would give him 2500

yeah salvage title kills it, ask him if he has more info on why it was salvaged and totaled by the insurance.
A theft is fine but a hit is another thing, steering and drivetrain could have been messed up in the process. It could be an accident waiting to happen.

have a legit body and frame shop do a full inspection to see if there is any frame damage.
if its straight, i'd offer $2000 and work up from there.
its a base model with a salvage title.
if it was a SE model i'd offer $3k

I second this point. The title kills the low miles. I would honestly hold out for an SE.
