I'm getting started on the car after letting it sit for way too long and the rotors look pretty bad. Usually with a little surface rust I can just drive it off, but I don't think that will have a good outcome in this scenario. Input?

I've seen worst than that on local car lots. You should be good to drive.

if youre too concerned about them, you can take a wire brush or fine sandpaper to it. but i also agree that you should be fine with driving them in the condition that they are in. the abrasion/pressure/+material in the brake pads will dissipate the rust.

rotors can build surface rust overnight, depending where u live. they are fine, let the pads clean them.
