OP, this is a shot in the dark on this

1) find some sort of place that can offer lending for someone who has good credit to be able to finance it, for someone to have $12k cash now is not only nearly impossible, just brings in all of the low ball 'du u wanna trade' posts.

2) Post info on the title and sell it out of state.

$12k for your car is not only reasonable but a very good deal considering all of the work an time you have put into it, and trying to build something like this will cost way more now,
