is there a gasket that is supposed to go underneath the huge black twist off top and the white plate that isolates the harnesses. because i tightened the black top on it as tight as i could and the harness plate still has some free play, is this normal?

I don't recall there being a gasket..but if there's one I'm sure the advice is to reuse it.
There is not supposed to be free play-I know that when I did mine it took me a billion tries to align the black cap so that it threads in correctly. Are you sure you have it threaded in correctly? And are you sure it's tight? I took a wide flathead, held it against an ear, and slowly hit it with a mallet.

yes i got it as tight as i could with a big flat head, but there is a tiny bit or free movement, it concerned me because usually when i go on long nonstop trips then fill up, there is usually a "pshhhh" of pressurized air when i open the gas cap, now it doesn't do it anymore and i don't want vapors going into my car
