What he ^ said!
If the fuse is good, I would suggest pulling the arm rest/center console and check to see if the wires going to the lighter are intact and not shorted out.
Also, try the charger you bought in another car to verify it is your car malfunctioning and not the charger itself (would save some serious pain in the a** work).

my car has the same problem. what i did was take the actual lighter socket out and took a volt meter and checked for power and ground and both were good. i think its the actual lighter socket itself that went bad. i was told that these sockets do go bad, but im just to lazy to buy one.

i would also like to know where to buy something to put in my cig lighter so its just not looking all empty and ghey
If the fuse is good(replace it even if it looks good), then check the relay. If that's good, then check the wiring according to the FSM with a meter for continuity.
I hate wiring too, but it's not that hard to troubleshoot something simple like this.

If I remember correctly, the cigarette lighter is fused with the radio. If your radio work and your cigarette lighter doesnt, then its a localized issue with the cig lighter.
Pretty sure the cig lighter has a 15A dedicated fuse. I imagine the radio fuse is much lower amperage.

I stand corrected, it is by itself. I looked up the FSM and its by itself and hooked up to a 15a fuse (S14 FSM).
