I can not get my headlights to function at all, either lift up or turn on. In addition to this I have no turn signals.

The lower 4 fuses on the fuse box under the steering column do not have power, these are supposed to get power when the car is set to run i believe.

I recently completed an engine swap so the whole engine harness has been replaced. I didnt think any wires for this have been cut but then again I am not sure where all the route to.

It's probably the combination switch on the steering column. The power for the lights go through the switch to the lights and don't use a relay and sometimes the switch will burn out. You'll have to go buy another one and replace it if this is the case.

If you end up replacing it, search on here for the write up on how to wire your headlights to a relay. This will help you get more consistent performance from your lights and will help keep your switch from burning up again.
