Only my front cylinder has spark. My motor set came with a new cas. Is it possible my timing is just way off? Whould they still spark with the timing off just not at the correct moment? I have power to all four ports on igniter chip. I stuck a screwdriver into the coilpacks and put it near a ground and only the front cylinder was sparking. What all should I check?

Make sure base timing is right. Frsport.com has a writeup to check/set timing.

Yes J4 ecu with my 98 s13 blacktop.

Base Timmy is set and still only spark in cylinder 1. I guess I have a j4 ecu with an older model blacktop? Can I use a redtop ecu or does it need to be a blacktop and if I can jet repin it can somene give me directions on that?

Heres what I found by googling
"If your only getting spark on the first cylinder then it may be an ECU problem.
There are 6 S13 SR20DET ECU's, two for the redtop (#62 and 63), two for the 1994-1996ish blacktop (E5 and E6), and two for the 1997-1998 blacktop (J4 and the auto tranny version).
You can run a 1991-1996 S13 SR20DET redtop and blacktop off the 62, 63, E5 and E6 ECU just fine. Though rumor has it (quite possibly fact) that if you try to run the 1991-1996 S13 SR20DET off of the J4 ECU, it will only fire on one cylinder, supposedly the first to be exact. My friend had a J4 ECU and I should have tried it on my redtop to find out, but he sold it."
So you should be able to get a hold of any #62, 63, E5 or E6 to try. If your motor is indeed 1996 or older, youll know by switching ECU's. I do not know whats involved (if anything) in repinning it.
