What finish are your wheels? If they're chrome, it's probably corroded all to hell already... if painted, try a degreaser, then rubbing compound.
Regular off-the-shelf wheel cleaners are very mild. Purple power mildly diluted (2:1) should be about as powerful as you want to use ~ at full strength it'll strip paint off.

I use good old dish soap to get it off, then a polish to protect them.

the rims are sportmax 962 gunmetal with a chrome lip.. and yeah I think it might be corroded already but I wanna see what I can do.. I tried 3m rubbing compound and it really didn't work.. I might try the pressure washer idea I didn't even think of that.. I went to a car wash and they tried to get it off but he said its gonna take some real work to get it off. he recommended a product from mothers called wheel polish compound. he said that might help.. push comes to shove I may try and just rechrome the lip or whatever, or maybe its time for a new set of wheels..

brake dust dried up? or brake fluid?
I don't think sportmax's have chromed lips, probably not even polished.. most likely its machined, and clear coated.

yeah I guess its a polished lip, lol.. I was thinking to try break cleaner but like koukimonster said I was afraid of it eating up the finish. ima try this mothers stuff and if that doesn't work I will try brake cleaner and see..
