I had a removable hub on my 91 240 but I removed it for inspection because the horn didn't work on it. I put my 90 240 stock steering wheel in and the horn still doesn't work. There isn't a difference between the 90 and 91 steering wheels right? I'm going to check the fuse again but last time I checked it was fine. What else could it be? Thanks in advance.

Check the horns themselves to see if they're getting any signal from the wiring or if the horns actually work. If not check the steering wheel to see if the horn wire is connected.

I'll check the horns in a little bit - the steerin wheel is connected properly and all the connections are good under the horn cover (the 5 wires with gold connectors). Hopefully it's not in the dashboard like my 93 I had - that's why I advocate everyone to switch to jdm or s14 manual seatbelts because in my 93 the auto seatbelts blew out the wiring harness behind the steering wheel (like scorched earth back there) but the only thing noticeable was disabled horn.

Couple of questions: I pulled the rubber boot off my horn connector and there was like a white grease in there (like lithium I guess) - is that normal? And to test them just run a 12v positive from the bat and connect it to the connector right? Then to test the if the steering wheel is actually activating the horn just use a multimeter on the horn connector? Is there a fuse for the horn somewhere in the s13? If the horns work and I still can't get the steering wheel to activate it I'll just throw a horn button in there I guess for inspection purposes. Thanks
