What is HICAS? What cars have it? How do I get one on my '96 SE?

I don't think it's something easily upgraded to. Nissan rolled out Super HICAS in 1991 to improve handling (with mixed reviews). Basically, it's a rear-wheel steering system. It does improve handling nicely for regular driving, though at the expense of weight. It's actually become a popular removal mod, to save weight and make it easier to drift <img src="http://www.zilvia.net/f/iB_html/non-cgi/emoticons/tounge.gif" border="0" valign="absmiddle" alt=':p'>

Nissan's Super Hicas system works to tighten cornering. The system will turn your rear tires away from the turn at the beginning of the turn. Once into the turn, the wheels then turn towards the direction of the turn. It helps cut corners down and prevents you from loosing contact with your rear tires at high speeds.
The problem with the system, when it is activated, it feels as if your rear tires are slipping, when they are actually turning. When they are actually turning. Drivers often make the error in judgement, and correct their steering when none is needed.
I personally love the system. And when you do get into a drift, your tires hold onto the turn longer, then hook up faster out of the turn.

Now... I know it'd be hard if not impossible to put the HICAS system on the s14, but what about the 89-90 s13?

I wouldn't dare attempting to install a hicas system to a model without it. The system isn't a direct bolt on. The cost and difficulty making it work, I don't think, would be worth your while.

Hicas has also been known to toss ou to the side if u are running slicks... there have been more than a few people experance this on there TT's. it's also getting to be a commone modd to remove it on Z32TT's and #### some are just replacing the whole Sub frame from NA's. but that's a whole different story.
