SD - Tires and Welding?

Hey anyone in the San Diego area have a hookup on tires like Federals or anything. Need to replace all 4 of mine soon. Also someone hit my car while it was parked at Mesa College a week ago and they broke the bumper support bar (as well as like $700 worth of other stuff), anyone ever have a custom one made or know someone that does welding work that could maybe throw something custom together? Thanks
