Random question about thread rules??

I was just wondering....when a thread is closed does that mean that nobody can make any posts on the thread from that point on?? Or is it the kind of thing like the government and police system of this country? Kind of similiar to how a cop can turn on his lights and speed on the freeway and run red lights?we all get pissed off when we see cops park in "red" zones just to grab a cup of coffee? But they don't care becuase they know the town really isn't run by the citizens it's run by the police! Animal farm perhaps?

Well sorry to run off on a tangent. Just if a mod could maybe clarify that posting on closed threads rule for me?
