why can't you afford coilovers? if you can't afford em, save up some more until you do. coilovers are only ~$100-150 more than shocks/springs/struts/whatever you call em combo depending on what brand. ride on stock height if you want to. if you can't afford coils, most likely you can't afford good fitting wheels.

lowest drop and stock shocks don't mix. You are going to blow your shocks immediately, and its going to ride like crap.
If you want springs... for now.. and you upgrade to coil-overs later, why don't you save your money? for better stuff later on? used coils can be had for 400-500-600 and new low end ones for 500-600.
springs are going to be around 200.
If you want lowest drop, cut your springs, or don't even run springs.
Or get ebay coilover sleeves and drop as low as you want.
the lowest drop you are going to find with spring kit is probably around 2.5inches, nothing really "low"
ps. search some more.

I like Swift springs personally, they're not the lowest of low but have a nice feel to them.

Tein springs were fairly low back in the days when we have nothing else available suspension wise. Lower than Eibach sportlines and softer too. But like said before, you slap any kind of lowering spring on old stock shocks, expect them to blow in a matter of days.
I blew my stock shocks in 2 weeks after slapping my sportlines back in 2000. Went and got Tokico shocks and cut 2 coils off the springs...

what will give me lowest drop?
For the OP: I did alot of research before I actually went ahead and bought springs/shocks combo. Yes, I know coilovers performed better. And yes, it's the better choice for overall handling. But, I got a really good deal on it and couldn't say no. Besides, it rides super smooth and handles pretty decently especially for daily driving. Coilovers do handle slightly better, less body roll, increased rigidity. But many can argue that coilovers are not as comfortable for DD.

H&R springs (German-made) 1.4"F/1.3"R / KYB AGX Struts.
I'm pretty sure these are one of the lowest springs (next to Eibach Sportlines) you can buy without having to *cough* ghetto rig *cough* I mean, cut them. Its on an S14 but I'm sure you can use your imagination.

Not only that, but when people ask what is the best (insert part), it's very annoying.
The best part is the one YOU like or want. Narrow it down to the ones you like, look those parts up, then see the specs on them. Then decide.

a friend decided to cut the springs on his car for shits and giggles
before upgrading the suspension
was surprised on how decent it ran and decided to leave it for the time being
but don't do that
that's pretty ghetto

which h&r's? sport? pro? do you know the spring rates??
believe it or not, I have megan street coils and I am planning on going to a spring/shock setup, the megans have shitty valving and I want to go for some koni's but can't find any springs with higher rates(8/6+)

I did the RS-R race spring/Koni yellow setup and it is awesome, but for what I paid to put it together I could have saved up a few hundred more and bought coilovers. Not that I even need them, just saying.

save money buy coils.
if you want cheap n low your gonna end up cutting the drop springs even more.
thats more time and money and you cant adjust the height to what you would want it to be.
just my opinion.
