Ok what states do and dont have emissions laws. I know Cali is the strictest mofo and where I live in Indiana doesnt have any. What about other states?

All states have the laws, the laws are federal. You're still subject to most of the same fines. The only difference in emissions laws are the few states that require additional emissions equipment/labelling for new cars, which would be CA, NY, MA, ME, VT. For instance, people living in those states often can't buy diesel-powered VWs for emissions reasons.

The difference for the enthusiast is periodic inspections. California has of course set up an entire CARB bureaucracy around them, with parts exemptions and other things.

Here in Maryland, inspections go like this: You get a card in the mail 2 months prior to your inspection deadline. You roll into a state-owned VEIP station, get out of the car, and go wait in the waiting room. The testers measure emissions at idle and at cruise.. similar to a Cali test. But they never lift the hood, or look under the car. The only "inspection" they do is to check the condition of the gas cap, and for OBD2 cars, make sure the Check Engine light is functional and not lit.

actually, we can buy VW diesel cars here... I was considering a golf TDI before I settled on my 1.8T. :) Diesel rules.
