WTB S13 17 or 18'' low et WHEELS

I need wheels that fit the following criteria for my s13:
-17'' (preferablly for cheaper tires)or 18''s
-'respectable' flushness on a lightly pulled or stock fender
-4/5x114.3 or 4x114.3
-tires might be a plus
-shipping is needed as I live in SW colorado
-Affordable, I might be interested in some that need a lil powdercoating but no bent lips..
-Looking to spend $800-$1350
-paypal or other secure payment type
