Yes, the pink HIDs are illegal. In fact, all drop-in HID kits are illegal in Cali.

im not from cali but when i was there over X mas for vacation, my cousin have 12k on his mr2 and got a ticket for it so yeah hope this help you ( he from Longbeach )

All HID Conversions are Illegal if the car didnt' come factory equipped with HIDs.
