obdII simulator for emissions? Registering out of county?

Can't find anyone locally to give me an inside deal and I've given up trying to fix the impossible p1445/p0443 evap code. I checked all the basics and cannot figure it out. I am basically out of money so I cannot take it to a mechanic and I need my car on the road so I can get a job asap.

I'm now looking into ways around the code. I was talking to a guy earlier that said he had a OBDII piggy-back simulator for his honda that makes him pass.

Does anyone make such a thing for 240s?

If that is out of the question my next option is registering out of county in a city that does not require emissions. The closest one to me is about 2 hours. I've heard of some people getting a PO box and they have all the information sent there. Has anyone here done something like this?
^I like this option because I plan on going SR eventually.

What do the SRd OBDII guys do in places that require emissions?

I registered mine out of the county at a friends place.

2 years no worries, after 2 years I just repay and they send me new tags and stuff.

You have to have proof of residency I think, I can't remember if I had too.

^Nice. I'm going this route I think. Did you have to get a new license with updated address?

Edit: just checked and there is a hefty fine if you get caught apparently so its best to register it out of a family members name... I don't have any family members that live in an area that does not require emissions.
Also in Arizona you cannot register the car from a P.O. Box. SHIT.

im not sure about AZ but in some places you dont have to re-register. Just drive up and get it inspected as long as you have insurance and a in date registration tag. Thats what I do and pay $12 as opposed to $60. You should just call up and ask the shop first before you go through all the trouble.

^I looked it up and AZ is every 2 years for passenger vehicle.
