Well i replace all of the timing chain componets and its set perfect in time. and the distributor is set perfect to time as well. this has been sitting for a few months with at least three quarts tank of gas. i am trying to get he to rank but she wont turn over. i can smell the fuel being dumped into the engine but it wont spark for some reason.
any thought?

there's a difference between, the motor not turning over aka the starter not engaging into the flywheel and spinning the motor
and the motor turning over but not starting and running
is it not starting and running or is it not turning over at all? symantics are important here.
there is different tests you need to do to isolate the culprits, but they are two totally different things and your description was kind of vague.
first thing's first, lets get on the same page and make sure we're talking about the same thing.

ok well when i turn the key she is cranking but not turning over and starting. like i said she has been sitting for a long time and i am trying to see if there is enough compression by lubbing the seals now. but it sounds like she just doeant want to turn over and start.

"cranking" and "turning over" are actually the same thing.
This just means that the starter is turning the engine.
We're all confused by your use of basic terminology so we can't really help you with your problem.

ok i apologize for that but i just had an epiphany a little while ago and figured out my problem. i forgot to double chek if it was set to tdc when i put the bottom chain and i know it was but i also know i had turned the crank shaft loosing the nut on there. so i am positive that is it.

cool man, gl, hopefully the pistons didn't touch the valves.
if that doesn't end up being the problem, first thing's first, make sure your fuel lines aren't hooked up backwards, the fuel feed line with the filter on it does NOT go to the fuel pressure regulator, it is backwards if that's the case.
also double check the distributor is put in correctly, and the spark plug wires are in the correct order.
if it's sparking at the wrong time because the distributor is not lined up correctly then you will smell fuel.
i would do those before you tear it all down apart again..
