So I just finished my S14 SR swap into my S13 and my front strut bar does not clear due to the hump on the valve cover and the intake plenum being so high. I have been wanting to get an Okuyama Carbing front strut bar but since it's all 1 welded piece with no adjustment, I was wondering if an S14 strut bar would fit on an S13 without adjustment. And if not would an S13 Carbing strut bar work with the intake plenum? Or would a CA strut bar fit?

It might help if your thread had a title that had anything to do with your question.

You mention sway bar in the title yet you talk about strut bars in the post.

Any strut tower bar will fit both S13 and S14 chassis, though the solid ones are a bit tighter to get on. There is a slight difference in length but I've swapped bars back and forth between cars before. If anything, place a few washers under each side to raise it up enough for clearance.
And change the title if you're still not getting answers. A swaybar has nothing to do with the strut towers.
