This is the work of the previous owner. It's hooked up to a wire on the stereo harness for ACC, and coincidentally my ENG CONT fuse keeps on popping whenever I turn the key to ACC on the ignition (And the ACC relay in the under the hood fuse box was burned black). Could this be the culprit? I've never seen anyone use a resistor like this before. I didn't take it out, I left it as is until I can get some other people opinions.

You have many other wires that are not stock.
$85 per hour for as many hours as it takes.

That whole mess is speaker wire leading into the stereo, I'm going to start trouble shooting from their next.

I don't understand why anyone would do that, the head unit can receive full B+ voltage, it doesn't need a resistor. Also, that resistor looks like a 1W standard one, I would imagine it's blown unless there's no power at all passing through there.
Disconnect the radio entirely (usually there's a 8-pin power plug or something similar where u can disconnect everything at once) and see if your fusible links keep blowing.
