I have a 93 s13 hatch. The windshield wipers use to blow fuses until one day I replaced a fuse and they would not turn off. After a few days of being dry I changed the fuse again, changed the switch and they worked for 2 more hours than did it again. I tried changing the motor but it did the same thing. When I use a test light on the plug that goes directly into the windshield wiper motor therewas a solid wire that had power and none of the others did. I cant find where the relay for the windshield wipers are even with the diagram. I unplugged all of the relays under the hood and they still did it. The rear windshield wiper works perfectly still though. Does anyone know where the relay is? Any Ideas?
Cliff notes.
-Windshielf wipers wont turn off
-Not motor or switch EDIT not green box either
-Rear wiper still works
-Cant find relay for windshield wipers
Where is the relay?

Check to see if you rubbed through the harness in the fenderwell.

There are five (5) wires going to the wiper amp. The wiper amp is the little green box next to the brake master cylinder.
Download an FSM and follow the schematic in the EL section.
All you have to do is follow each wire to its destination listed in the FSM. If it's not connected or broken then you need to fix it.
I can tell you exctly what each wire does but I'm not going to do that before you at least do something to help yourself.

Yeah I did thanks. It is raining too hard to go out there and start poking stuff with a test light thow.
I dont have time to follow all of the wires because I need to study for finals. It will just have to wait.

Honsetly Im not sure if I did or not. The car was totaled a week or two after I posted this (Someone ran a red and I got hit).
I want to say it was the fender harness. Even though it was taped up, there were a couple of wires with the insolation worn through. Water would get in there and make a connection/blow a fuse.
Good luck. S13 wireing always gives me headaches.
