Please guys, don't flame.

"in the 13s" and "run a 13" are two very different beasts; however, either way is impractical with a naturally aspirated KA24DE. A hugeass shot of nitrous may get you near there cheaply, but running a hugeass shot of nitrous without building your engine for it is bad juju. You are most likely going to be looking at turbocharging your KA or swapping (and modding) a more powerful from the factory engine. Really doesn't matter which way you want to go, 13s in a 240sx is going to be costly. Nobody can tell you which motor will be cheaper, reliably turbocharging a KA or swapping and modding another motor will be close.

In general, if you have mechanical skill and are willing to put in the work, turboing the motor that is in there is cheaper. MAKE CERTAIN you bring into account mileage and the condition of the motor, as well as your preference. KAs and SRs drive differently.

The tech talk forums here are largely about engine modifications on the KA and SR motors. I STRONGLY recommend browsing as there is more information already posted here than anybody can regurgitate. I'd also recommend for future posts to be a bit more descriptive and direct in your questions. What you are asking really is too broad to properly address.

as was previously stated, it will require major research on your part. also distinguishing between opinions, facts, lies, and the such for engines ((sr or ka)). you have to take into account tires, braking systems, suspension, turbos, engine upgrades (being internals or swaps), engine mgmt. ecus, exhaust systems, intake mgmt., vehicle weight reductions and more. every little step can mean 1/1000th of a second depending on setup.
the saying is $$$=speed.

not too costly, depends on where u get ur parts from. rb20 and 25s from $1000 and up but require more mods than SRs but can be done. SRs depending on top (exception S15 more work, more expensive)

a general answer to a general question

My apologies, no offense to the Ca owners for some reason it slipped my mind.
Thanks for catching that Strider
