When I'm braking, the pedal isn't sitting at a where I push it, I can feel it go up/down as I'm applying pressure this. These warped rotors?

Brake pedal pulsation is a common symptom of warped rotors.

i also think it would be warped rotors,
if you get new rotors and pads, I would highly recommend calling Tirerack and ordering a Hawk SPS or SP+ brake pads, they are awesome, i have the Hawk SPS, they cost 44 for s13
they cleaned up the rotors and havent caused warping on the old rotors i have

if you buy hawk pads, remember to bed in the new pads on the old rotors before you put on the new rotors.
this will guarantee that the new rotors won't get warped or get major ruts cut into them.

i just got my 240sx, and i've noticed that when braking above 45mph, the whole car shimmies pretty good, steering wheel especially. this is a case of warped front rotors correct?

that or a bent/unbalanced wheel... does it get worse when braking
