TOKYO, Japan — In Japan, being thin isn’t just the price you pay for fashion or social acceptance. It’s the law.

So before the fat police could throw her in pudgy purgatory, Miki Yabe, 39, a manager at a major transportation corporation, went on a crash diet last month. In the week before her company’s annual health check-up, Yabe ate 21 consecutive meals of vegetable soup and hit the gym for 30 minutes a day of running and swimming.

“It’s scary,” said Yabe, who is 5 feet 3 inches and 133 pounds. “I gained 2 kilos [4.5 pounds] this year.”

In Japan, already the slimmest industrialized nation, people are fighting fat to ward off dreaded metabolic syndrome and comply with a government-imposed waistline standard. Metabolic syndrome, known here simply as “metabo,” is a combination of health risks, including stomach flab, high blood pressure and high cholesterol, that can lead to cardiovascular disease and diabetes.

Concerned about rising rates of both in a graying nation, Japanese lawmakers last year set a maximum waistline size for anyone age 40 and older: 85 centimeters (33.5 inches) for men and 90 centimeters (35.4 inches) for women.

In the United States, the Senate and House health care reform bills have included the so-called “Safeway Amendment,” which would offer reductions in insurance premiums to people who lead fitter lives. The experience of the Japanese offers lessons in how complicated it is to legislate good health.

Though Japan’s “metabo law” aims to save money by heading off health risks related to obesity, there is no consensus that it will. Doctors and health experts have said the waistline limits conflict with the International Diabetes Federation’s recommended guidelines for Japan. Meantime, ordinary residents have been buying fitness equipment, joining gyms and popping herbal pills in an effort to lose weight, even though some doctors warn that they are already too thin to begin with.

The amount of “food calories which the Japanese intake is decreasing from 10 years ago,” said Yoichi Ogushi, professor of medicine at Tokai University and one of the leading critics of the law. “So there is no obesity problem as in the USA. To the contrary, there is a problem of leanness in young females.”

One thing’s certain: Most Japanese aren’t taking any chances.

Companies are offering discounted gym memberships and developing special diet plans for employees. Residents are buying new products touted as fighting metabo, including a $1,400 machine called the Joba that imitates a bucking bronco. The convenience store chain Lawson has opened healthier food stores called Natural Lawson, featuring fresh fruits and vegetables.

Under Japan’s health care coverage, companies administer check-ups to employees once a year. Those who fail to meet the waistline requirement must undergo counseling. If companies do not reduce the number of overweight employees by 10 percent by 2012 and 25 percent by 2015, they could be required to pay more money into a health care program for the elderly. An estimated 56 million Japanese will have their waists measured this year.

Though Japan has some of the world’s lowest rates of obesity — less than 5 percent, compared to nearly 35 percent for the United States — people here on average have gotten heavier in the past three decades, according to government statistics. More worrisome, in a nation that is aging faster than any other because of long life spans and low birth rates, the number of people with diabetes has risen from 6.9 million in 1997 to 8.9 million last year.

Health care costs here are projected to double by 2020 and represent 11.5 percent of gross domestic product. That’s why some health experts support the metabo law.

“Due to the check up, there is increased public awareness on the issue of obesity and metabolic syndrome,” said James Kondo, president of the Health Policy Institute Japan, an independent think tank. “Since fighting obesity is a habit underlined by heightened awareness, this is a good thing. The program is also revolutionary in that incentivizes [companies] to reduce obesity.”

This is nuts but I also like the idea. I feel like there would be extreme outrage if this was ever implemented in America though.

I remember when i was younger ( abour 10years ago ).. i stay'd in japan for 2 weeks and then Philippines for a month... i lost 15lbs.. the food is just different than fast food people often eat here in the States.. idk how people can be fat there...

i was tellin this to a old girl of mine today, that dont let herself go , and how alot of girls where at their prime in higschool and after that they let themselves go, she comments back "doesnt surprise me that your still single" . im thinking fuck that, you enjoy life better being in great shape, you only got one life, at least be in good physical shape.

Now i dont believe it should be the law, thats too much, but i do think people should have the motivation in themselves to be attempt to be in shape.

its because they eat a small portion of food in japan, while in philippines you can eat everything you want but you dont gain weight because the place is humid and the food there is fresh also.

unlike here in america, theres shitload of preservatives on food.

there are so many factors, but id like to point out our nations shit transportation system. granted its alarge country, the highly polulated areas that could really use improvements arent getting them, so we're sitting in our cars, or on the couch talking to people. having lived in England, it just makes sense to take the train and walk everywhere. they got some fat people too tho. then head to mainland europe, its trains and taxis. lots of walking involved. i think most people are simply misinformed even with all the info being put out about weight loss. most people dont know you burn the same amount of calories fast-walking as you do jogging/running. then theres the food industry, its HUGE here, massive corporate giants telling us whats good so we become giants as they get richer. and yes, very small portions in japan and most asian cultures. shit, i had dinner one time at my friends grandparents who were phillipino, i was still hungry after dinner lol, just being used to large portions. we dont need all the food we eat, probably not even half, but we eat it anyway. many of us were raised to eat everything on our plate and not waste anything, including myself, and that doesnt help. as far as being prosecuted for being overweight, sure, if youre a fucking fatty fat fat fatty.

QFTMFT, I don't see how people can let themselves go. People just think that if your trying to get in shape it's to impress people but damn I know when I work out I feel so much more confident and make life better lol

I would tend to say that law is absurd and typical of Japanese over reaction when it comes to weight. The Japanese have no problem with over weight people.

exactly, being in shape makes u feel better and keep yourself healthy as well. just because you go to the gym doesnt mean that you trying to impress someone.

This is the most amazing law Ive heard in years. Seriously they are right, why should they as a government have to carry peoples medical bills when 9 times out of 10 they did it to them selves. My wife and I as well as our parents have always been physically fit. Its almost gross to us to see man boobs on a guy, or fat rolls on a chic. We need to imply policies similar to these in this country.

You can get big portions of food in JP and still lose weight. I was pigging out on sushi cause it is relatively cheap there. I was full at every meal and lost weight. Totally spoiled me to the crap here.

Also, The older the server the more accepting that I was ordering the family bento box. Old lady's serving me would smile like I was their grandson when the confirmed I wanted all that food. Younger would look at me in shock. Must not eat their big meal at lunch.

most people dont know you burn the same amount of calories fast-walking as you do jogging/running.

Walking does burn calories, but to burn the same amount of calories as running you have to be travelling at the same speed (ie POWER walking). To lose weight you need to be burning more calories than you're consuming, and the body's rate of calorie burn mostly depends on the heart rate. Yes walking around does burn more calories than sitting in a car, but average Joe walking to work isn't going to raise their heartbeat to the same level as if they were jogging or running, although it will help with their total calories burnt across the day. The body also has to recover from intense workout (ie running), therefore burning even more calories across the day, long after the workout. Intense workout also increases the body's metabolic rate, meaning you burn more calories across the day as a matter of course. The more your heart rate fluctuates, the higher your metabolism is raised. What I'm trying to say is: Laziness > Walking > Jogging > Running > HIIT (http://en.wikipedia.org/wiki/High-intensity_interval_training)

maybe it's not so bad the government intervenes, and implements other incentives.

what's the ultimate harm here, in this SPECIFIC application?
better they are in good health, even if it means minimal civil liberties are compromised.
everyone has to make compromises somewhere,
& imo thats really not such a bad deal considering the potential health benefits.

5% obesity rates certainly is impressive no matter how you look at it
(likewise 35%, or over 1 in 3 ppl, AND rising is pretty bad).

personally speaking, I am pretty fed up seeing all the 300 lb'ers (20-something's or younger),
waddling around in Los Angeles.
it's very depressing.

idk, for me it was the exact opposite.

the food was so good, it was hard not to pig out every meal.
Japanese food is also pretty starchy for the most part,
unless you cut out the rice & noodles.
even the pasta & french food there is killer.
