Signature Help please?

1. I am trying to make a sig on here but can't even find the option anywhere. Am i just blind? Or is it disabled by the admin? Is it only available to premium members? sorry for the n00b ? but i can't figure it out.:bash:. Any help would be great!

2. Also is the member rides section only for premium members?
