I wanted to know if anyone on here has had any experience with repositioning their tie rods to the top of the spindle arm and how they dealt with the taper issue.

This is one of those hypothetical street physicist ideas.
DON'T DO IT.
There are plenty of parts and stuff that can get whatever ideal steering set up you're looking for.

but the angle is so extreme at the height have it and i thought that a shallow tie rod angle was good. it would seem that relocating the tie rod to the top would decrease the angle by at least 5 degrees

on any lowered s chassis the tie rod/spindle mount is raised extremely and putting the tierod ONTOP of that would make the angle of the tie rod even more intense and cause your car to handle even more like shit.
go look at PSM steering knuckles, notice how they lower the tie rod mount haha

You must not have ever seen an Schassis tie rod. Relocating it to the top is a huge increase in angle, even on stock height it'd be too high, the bumpsteer would be unmanageable.
