Ok, so I paid for some parts through paypal for items. seller has 13positive trader feedbacks.
I wait 1 week for him to take it off the car and ship the stuff.
2nd week passes he says he shipped some of it to the wrong person. I wait for it.
in the middle for the 2nd week, he mentions its been shipped, and he will get the tracking number to me. 3rd week comes, still have not recieved it. He asks if I want refund. I agree. 4th week is comming and I want to take action before paypal finalises the transaction.

2. he lied to me, told me it shipped and was going to get me tracking number but never did. I thought you get shipping number when you ship??
3. apologizes and promises refund, its been 3days and about 24 days, I want to take action before its too late.
what should I do??
