40GA does not exist... Did you mean SCH 40? If so since you said its 2" Dia. then its actually 1.9" O.D. and b/c its schedule 40 would be 0.145" wall thickness. The real question is what is it; CM, DOM, EWS? These are the real questions. I know with some searching you can find what SCCA or FD would require given your vehicle weight.

Simply put, no.
A little bit more in depth, gas pipe is not adequate for rollcages not to mention it isnt legal in any class that I know of. Depending on the sanctioning body cage specifications can be extremely specific. Cage building is not an undertaking for the beginner and if you're asking these questions you most likely should not be building a cage. They can sometimes mean the difference between life and death and its not to be taken lightly. Take it to a professional.
EDIT: A professional that has experience building rollcages to meet the requirements of sanctioning bodies.

Also you need a diagonal bar for most sanctioning bodies. Also the cage above looks like its meant more for a RHD vehicle. Locally you should be able to have a simple setup built to meet your needs for about the price of most cages available. If you want to order a cage I would go with the Mazworx cages or a Kirk racing cage. I have the kirk and it works very well. However I may sell it soon as I would prefer to have one custom built at this stage of my car.

First off, as somebody said earlier, 40gage does not exist. I believe you're talking about SCH40 pipe.
As far as materials, it depends on the sanctioning body that the cage is being build against. Different weights require different tubing sizes and walls. The standard is a use of DOM tubing. ERW is being phased out in many sanctions. 4130 is frequently cause for argument in most sanctions and the sanctions approving 4130 Cages usually require PWHT documentation.
Note that I am not listing tubing sizes for a few reasons. One of which as I do not want to be held accountable for giving a size that fits the rulebook for one sanction but not another.
To be safe, find a professional cage builder that has experience building road racing cages if you are going to be road racing and vis-versa. I say road racing because the drag guys do some really weird things that are usually prohibited in road racing, vis-versa. Not to mention, a cage built to protect a driver going in a straight line is very different than one built for impacts in any direction. Therefore make sure the cage builder has experience in building cages for the type of racing you plan on doing. Lastly to be on the safe side, you and your cage builder should read over the roll cage specifications/restrictions for any classes you want to participate in and make sure the cage meets the most strict of mandates.
Also you need a diagonal bar for most sanctioning bodies.
Good point. The cages that I have done have always mandated a one piece diagonal in the main hoop.
